Am I overthinking the situation?

So, for a few months I've been talking to this guy, Jacob. Jacob and I met a while ago, friend of a friend at a party, and he had a girlfriend so we never really spoke after that. Fast-forward a year or so, I heard he broke up and is asking around about me. So he gets my number and we start texting, making plans to meet or go out. In the beginning, Jacob is pretty flirty and texts every day, as well as Snapchat, but he never really follows through with plans. He kind of always comes up with a somewhat believable excuse (car broke down, family is in town, that sort of thing). This goes on for two months and lately, with quarantine and all, we obviously can't see each other, but I notice that he's even more distant. Takes hours to respond to texts, barely puts any effort into the conversation, and oftentimes I see him active on social media when I texted him a while ago and he still hasn't responded. I let him know how I felt and how I feel like he's not interested, but he told me to chill and that he is interested. I've been ignoring him for the past two weeks because I can't handle the hot/cold situation. Any thoughts?
