I’d send a message, she’s participating in the conversation, seems interested, asks a question, I reply, then nothing

Send a message, we converse a few days, get her number, ask to meet up or a virtual date , she flakes and makes excuses
Just trying to figure out a behavior why
Why match in the first place, if you don’t want to reply?
Why carry on a conversation, if yo don’t intend to meet?
