Failing at…hookup culture?!

I’m a black woman, and I find it difficult to date these days. I live in a city where the dating scene isn’t ideal (I.e: everybody knows each other and has had some dealings with each other). I have a busy schedule between working full time and two side gigs as well as caring for my disabled mother,(yes I live at home), it’s slightly more convenient for me to use dating apps eye roll Although I’m not totally against hookup culture, it’s hard to find genuine people, that fit my preference, that actually are looking to date and not just hookup. I’m just not sure as to what I’m doing wrong, because I will have matches, but some will either not speak, have dry conversations, or we never get to that next step of meeting up. I’m almost starting to come to terms that I will be single forever.
