Fellow college students, how do I start talking to girls? [20M]

Now, I know the obvious answer starts with “Hi, my name is ___, how are you?” Right, but what after that? I’d just go completely blank after that. And when is it even socially acceptable to flirt in the first place? I live on campus, yet I’ve never been to a party and I haven’t met anyone yet. I’d say I’m about average looking, I maintain excellent hygiene and dress well. Any advice would be much appreciated.
