Guy sending mixed signals

I honestly don’t know what to think anymore. I’ve (28F) been speaking to this guy (30M) for a couple of months now. We meet each other on bumble at the end of February and started talking to each other more in March. By the end of March and April we were pretty much texting each other everyday and then exchanged Snapchat info, which is pretty much our main form of communication now. We hung out only once April 10th but haven’t since. I asked him a few times in May to hangout and would say maybe but then he ended up bailing on me. So at this point, I thought he just wasn’t interested but then in the beginning of June when we were talking I said “I hope I get to see you soon”, which he then replied that he was worried about bringing COVID home to his parents and siblings, since he still lives with them and that he didn’t want me to think that he was dodging hanging out with me, which I was lol. He said maybe with things starting to open up more, since we live in NY and we were in lockdown, we could try to get together. After this our snapping became less during the week, maybe once or twice and sometimes he’ll leave my snaps unopen for a few days, almost like he’s ignoring them which he might be. Then on June 14th, he messaged me and we were talking and he said that he hopes he can see me soon and I agreed saying that would be nice. He said since I had some time off from work coming up, that we could get together but never suggested a day. We continued talking for awhile and then at some points during the conversation, he would make comments about how when we start hanging out more we could do certain things but then after this day I’ve only heard from him once and that’s because I messaged him. I honestly am just so confused. Like why would he say he wants to hangout and see me but then not try too. If he wasn’t interested, just let me know. I do honestly really like him but I guess maybe I should just move on idk.
