I have a phone stalker, I don’t know what to do

I (26f) went on a date with an older (late 30's) man that I met from tinder a few weeks ago. We had initially connected a couple of months ago but due to the pandemic, meeting wasn't an option. I live in Germany, so things have been opening up a lot in the past month. Anyway, we met on the date and had a drink in the park. He seemed like a nice man, and he has money and was really trying to get me to like him by suggesting trips around Europe or the world, etc. There were a few red flags and moments where I realized we just are not compatible. After the date we went our separate ways. I told him that it was nice to finally meet, but that I didn't have an interest in pursuing him. He had gotten defensive, but it was left at that. He would message me every couple of days, and began proposing weird ways for me to stay in Germany, for example: He offered to marry me to get citizenship, and even for me to be an escort for him to help me make money (absolutely nothing against escorts, but like, wtf?). I have a job that I'm happy with. I was offended by both because I did not warrant or like these suggestions, and because I have absolutely zero interest in this man. He had become very angry and rude via text, so I blocked him.

Fast forward a few days, and I receive a new message from him on a different number. He is upset that I blocked him, is demanding that I make time for him, is offering me money for sex, sending me pictures of him holding lots of money, saying he wants to have sex with me one time and then never bother me again. He had sent me a ton of messages in the span of an hour where I was away from my phone. I said I was not interested and to please leave me alone, and then he threatened me by suggesting he would tell the police that I am an illegal prostitute here. I am an American citizen, and I am living and working in Germany legally since 2018. This had really upset me, and disturbed me. I'm not a prostitute, but I felt scared because this man has a weird obsession with me. I told him that he has zero evidence, that I'm here legally, and to leave me alone. He continued to threaten me unless I came to his flat by a certain time. I blocked him again, and told him to never contact me again.

He then messages me AGAIN on a different number. Saying he will have sex with me, and that he will pay for it. I said no and sort of begged him to just stop texting me. His replies would be "only blowjob" or "Sorry I want you". He keeps demanding photos or videos of me "or else". He keeps saying that exotic women are very popular in Germany, and I am African American, so he is just really obsessing over me and I do not know what to do. He is saying how he finds my face and body so perfect to him, just absolutely obsessed, creepy and crazy :'( I had told him that the opportunity for anything between us was ruined long ago, especially after all of the threats and harassment. He doesn't know my name or address, but tbh I am worried he will try to find me. I want the messages to stop. I have not contacted police because I believe the threats are empty, because he doesn't have anything to report me for, or much info on me, but he has been so persistent 🙁 This morning he messaged saying he has a porn agency and that I'd be a star for it. He keeps saying to either fuck him or join his porn agency, or that he would "wreck me". Based on all that he's said, something tells me he is dabbling in questionable businesses that may or may not be illegal. I blocked him again but this is really freaking me the fuck out. To the point where I told him to fuck off, get some help, and that to ever have sex would me would be purely rape because I do not want this man. He keeps saying he will have me. This isn't even the worst of all that he's said to me. He says after he fucks me he will not bother me again. This will NEVER happen. I don't know what to do. I have all of the messages, and I think know his full name, but that's all. I honestly don't know how to make this harassment stop.
