I’m getting mixed messages and I have no clue how to handle it.

So I (27M) met this 30F almost a year ago and we hit it off right away. We met at a water park actually, we're both single parents so our kids were playing. We haven't been talking consistently for the entire year, but when we have it's been really nice. Her daughter is adorable and loves to play with my two girls, and this woman is an awesome mom and she's really cute and I'm just very into her. Without sounding too overconfident, it seems OBVIOUS that she's into me in the same way. When we text and talk it's very flirty, very overt, very clear to me. She's straight up told me she's really attracted to me and that sort of thing, I've reciprocated the sentiment, etc. The other thing is she really trusts me, she opens up to me about her ex/baby daddy, other relationships, personal life, childhood. I feel like we have a legit bond.

So for some reason she doesn't want to go out with me! And I'm like fucking dying trying to figure it out. I've asked her out and been turned down multiple times (we normally get together for family time or playdates for the kids). She's also said yes, then backed out more than once. She's explicitly told me she's into me, and when I've asked her about getting together just us two, said she was very interested. Then other times, she's totally flaked out, or told me things like she likes our friendship and doesn't want to make things complicated or messy. Recently we hung out for the first time just us two, almost by accident. I was supposed to go to the beach with a friend, my friend bailed last minute, I texted this girl just to shoot my shot (figuring she'd be busy with work or have some excuse not to come through). She met me at the beach and it was awesome, we had a great time, although I was kind of too scared to make a move because my confidence was shaken. I couldn't tell if she thought it was a date or like a friend-hangout, and later via text on she kind of reaffirmed that she had a great time with me but also she's cool with just being friends, you know because of complicated messiness.

I've been divorced for two years and this is the first woman I've met that's made me feel something real. I really want to give this a shot, but am I crazy? Is she wasting my time and I'm totally in the friend zone? It really, truly doesn't feel like a friend zone thing, it feels like she wants me but she's holding back because of some other shit she's got going on in her life, possibly with the (apparently asshole of an) ex.

Help me r/dating_advice, you're my only hope.
