Looking for advice re attempting to progress with a friendship

I met a girl in late Feb (through a close friend of mine), and we hit it off really well. Hung out a few times, and a few days before a hangout my mate decided to talk to some of his friends who happen to be mutual friends with this girl. Word got back to her, and we had a little chat about it during our catchup – basically she said she wanted to be friends before anything progressed.

I've done my best to respect that (haven't done what I thought was hitting on her, etc; just tried to keep it as friends and not make it awkward). I've developed the dreaded feelings, and now want to chat to her about it – but I think that's a face to face conversation, so I'm trying to organise catchup. But, she's been really busy and I haven't managed to catch her for the past two weeks.

Now, here's where I'm getting a little worried – how long should I wait? I've asked if she wanted to do something (I was specific with time/place) for next weekend, but haven't heard back. If she's not free/declines, is that a sign to move on? Should I call her during the week and see if she picks up, then chat over the phone (definitely not my preferred method, as she can work late and I'd rather not have this conversation over the phone).
