My (24 M) best friend (23F) is moving. Should I tell her how I feel?

Title explains it all. For backstory, I fell in love with her the minute I saw her back in December. We have become best friends since then, with occasional hook ups in between. I want to tell her how much I loved her, and how much I love her as a friend now. I'm just scared that she would get freaked out and it would ruin our friendship. I am seeing her tonight, as she moves tomorrow. I have been mulling it over all day and I don't know if I should. Should I?
