People who are not great at flirting, how do people flirt with you?

I’ve been talking to this guy for three weeks. We talk every day, we have FaceTimed three times, and overall I’m enjoying getting to know him. I’ve attempted to flirt with him and after him not picking it up really, I asked him if he likes to flirt because I can’t read him. He told me he is not great at flirting, but he likes it. I’ve still tried and have had little success. His love language is quality time and words of affirmation is second so I know he likes to hear it. Today when I was talking to him on FaceTime, it felt like I was talking to a friend and not someone I’m into romantically and I think it’s because we are not flirting.

Those of you who are bad at it, what are ways someone can express affection to you (especially in quarantine)? Are there verbal ways to flirt that make it easier for you to flirt back? How would you make things more romantic/affectionate?
