Should I wait or move on?

I hope everyone's doing great amidst quarantine. It's a long post with tl;dr included.

I (22M) went out on a date with a girl (21 F) in February. It went great and was pretty smooth. I dropped her to her place and since I haven't kissed anyone in sober state and figured out consent is important as well, I asked her "can I kiss you?". She got defensive and said how this means we are still friends and nothing is else and how her ex fucked her up so she can't pursue a relationship. However later on we kissed.

I decided I won't talk to her since I don't believe in pursuing so I cooled off my interest. She started talking to me in uni and we started talking again. We texted a lot and again I popped up a question on whether to date. She said she isn't looking for a relationship and wants to focus on her family, career but she likes talking with me. After this she continuously wished me good night and used to send love quotes ( either I love someone too much or not) and used to send articles aout things she used to write and expressing herself. I continued to go with the rhythm and however asked her out second time. She said yes and even suggested a coffee later on as well.

But then COVID-19 took place and my country went in lockdown. We continued to talk but twice I didn't reply for 2 days and things went downhill, she thought I took her for granted and things went pretty ugly to the point where we both blocked each other. I realized my mistake, sent apologies for a certain days but then moved on. We didn't talk for 3 weeks or more, I knew if I have to move on, I had to forgive her ( she was passive aggressive and going hard on herself rather than expressing herself or looking for a solution during our fight) so I unblocked her but a week ago she replied saying she's sorry and didn't mean anything she said during the fight. We continued talking and she still wishes good night and replies quickly.

I thought of asking her out again once the lockdown is lifted. I asked her out and she said she's busy and the commencement of post graduation program would make her busy. I sensed it's a big no and asked how a month ago you said yes and now you are declining it. She said she's not in the right space right now. She was a month before but not now. I told her how her happiness means a lot to me and told her you need to find yourself and look out for yourself. Till that time maybe, maybe I might be waiting but for you but as much as I want to see yourself happy I want to be around someone who's all in. She said she appreciates this message and hopes I find someone.

My question is do I have a chance with her? I didn't want to sound creepy or needy by saying how things can change or I will wait for you ( did that earlier by saying how I am not gonna fuck and our relationship can blossom) I do know something happened in between which made me appear as needy or someone who's constantly available. She did mention how she doesn't like being taken for granted but when I said I didn't she agreed to it. I also understand how when someone says they are not in for a relationship or dating means they are not into you or in general don't want to pursue. But it's tough for me to believe because she said a month earlier she felt like and now she doesn't. She told me last month how she's not looking for anything but agreed to a date.

I know I shouldn't date someone this complicated but I want to give it a shot before regretting it. ( I been with girls before and missed out on potential relationship because of my failure to understand them.) What should I do next? Should I continue texting her? How should I make her go with me on a date again ( she replies quickly and today wished me good night as well) or cut her off.

tl;dr – I asked a girl out a month ago and asked her out again today, she said she's not in the right space to date anyone. What should I do?
