What does he mean by this?

[Disclaimer: lots of background info] So I met this guy[19] and I’m 20, back in October. We met in a martial arts class. We would practice together in class and there was definitely a lot of sexual tension because the specific martial arts has a lot of contact. Some time went by and once day I rode the bus with him after class and we had a really good conversation and eventually I had to get off the bus before him and we were in the middle of a conversation and so he was said we should continue this conversation and I was like yeah okay and I gave him my number. Then later that month in December we were texting and he left me on read for like 2 days and I didn’t text back and then a week or two later I texted him and asked if he wanted to hang out and he said that he would love to hang out and he really thinks I’m cool but he said he wanted to be honest that he isn’t in a place to hook up or anything and I said that was fine and I really liked just being his friend too and I just told him to lmk when he’s free. And he texts me like a week an a half later, keep in mind during this time we are both on spring break so we aren’t seeing each other in class. And he said he ended being super busy during break and we should hang out and I was like okay I’m free next weekend and he said yeah! And he was even like suggesting we should go to the beach or something. And then halfway through the week he was like my family is coming down and I totally forgot, we can still hang out but it has to be in the morning and I said I didn’t really want to hang out that early but maybe we can schedule something the weekend after when we have more time he said yeah! I’ll hit you up And then he never texted me about hanging out after that so I just kinda left it alone but was still friendly when I saw him. He didn’t really seem interested in me or even being friends with me, he was nice but he didn’t really go out of his way to talk to me. Maybe a month after this we were talking after class and I mentioned I was going on this hike with my family that day and he said never been to that place and we should go together and I was like yeah! That would be fun. And later after that practice I was waiting for my family to come pick me up and I was talking to this guy, making jokes and stuff but my family called and they said they were going to be super late so I was going to go ride the bus back but then he was like oh no come back to my place and I’ll drive you. And then later that night I texted him asking him when he wanted to go on that hike and he was like next weekend and then I got sick so i had to cancel and I asked if we could reschedule and he didn’t respond. We still talked after this every once in awhile but I just dropped it really. He comments on my Instagram posts sometimes, we both do photography so he sometimes compliments me on my posts and vice versa and he DMs me sometimes reacting to my story by that’s about it. I’m confused what he meant by he’s not in the right place, like does that mean never and he’s just letting me down easy or he’s interested but not ready? It’s annoying that he doesn’t really follow through with anything.
