Why would a guy not act on his feelings

I know they say to look at actions over words to see how a guy feels for you. Because a guy can easily lie and say he has feelings for you but you can tell he doesn’t

In this case, it’s the opposite. It’s so clear he has feelings for me and everyone around can see. But he just won’t put any effort in or say anything that needs to be said
